Job Summary
The Manager, Payroll is responsible for managing a professional and administrative staff in processing, maintaining, analyzing, and reporting payroll information. The incumbent is responsible for directing and coordinating all payroll activities, maintaining strong internal controls, and enhancing the payroll system processes.
Principal Job Duties
- Manages and directs the payroll payment process, time, benefits, and leave systems, and filing and payment of all payroll tax obligations.
- Ensures adequate internal controls are in place to provide reasonable assurances of accurate and timely payroll payments and related records and prudent payroll management practices.
- Supervises subordinate staff including recommending application selection, disciplinary action, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and time sheets, and ensuring appropriate training.
- Monitors, establishes and maintains standards and procedures for providing payroll data for mandatory Federal Transportation Authority (FTA) for reporting to the National Transit Data Base (NTD). Provides necessary data for the timely filing of such reports and audit certification from independent auditors.
- Responsible for managing activities and responses to audit issues for the Payroll Branch, both internal and external.
- Manages and directs the effort to coordinate, prepare, and publish internal/external reports and replies to requests for payroll information received from Washington Metropolitan Area Transit Authority (WMATA) staff, WMATA management, the Board of Directors, jurisdictional staff, unions representing WMATA employees, taxing jurisdictions, local court systems, and other outside agencies
- Recommends and reviews established goals for the payroll branch as well as provide input to general office goals and objectives.

Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
